Announced today by Eutelsat for launch in 2019:
Eutelsat is placing the first Quantum satellite at 12.5 degrees west, a geostationary position over the Atlantic Ocean with the ability to cover the Americas, Europe and Africa. The second satellite will likely go over Asia - See more at: Eutelsat weighs adding more Quantum satellites to fleet - SpaceNews.com

So it is 12.5w. Well at least we could receive it and
The first Eutelsat Quantum will function just in Ku-band
but those ones doesnt look good for us:
Military customers are a major market for Eutelsat in selling Quantum capacity.
and
Eutelsat Quantum has no permanent footprints.

Eutelsat Quantum is not good news for feed hunters as the beams can be much tighter than the current satellites they will replace,
This has happened with Eutelsat 9B with very tight beams for Italy,Nordic Greece ect FlySat Eutelsat 9B @ 9° East Beams

With Quantum's ability to reshape the coverage and power level of its beams for a specific region making reception outside this area virtually impossible even with a very large dish :(
