Faulty stb's or not

hi, there was a memo going around work stating that there were a certain number of digibox which where not upgrading to new versions of software, the solution from sky was that they would be contacting customers to inform them they where intitled to the latest stb free of charge, but where not telling them that they are missing certain features of sky that other customers are getting, at the moment i have only come across 4 cases of this where i have been issued a brand new pansonic stb for the replacment, none of the customers visited where aware of the fault and that sky had told them i was bringing them a faster and better box, ( which in a few cases was true) because they had old gruding gds300's ( crap ), so it seems that sky have bought on the cheap again!!!!!!!
