Fish Video 23.5E?

My Satellite Setup
Dreambox 7020, 80cm Dish, Digipower HH Motor. Dragon Cam 3.02
I finally got round to adding 23.5E to my Dreambox 7020 the other day and had a look around on Astra 3A and found a channel called "Fish Video" in the clear with exactly that, a fish video! What is the purpose of this channel and who operates it?

Seems most unusual and quite relaxing! I know it's been around for quite some time but I'm just curious. O-Ha
 
It comes and goes, different fishes sometimes.
