the switches diseqc1.1 work on Fortecstar PASSION HD?

I need a specific firmware?

You should have a DiseqC 1.1 option in the Menu, allowing up to 16 ports.

So, the menu is'nt as some other decoder, with "committed" and "uncommitted" switches, but directly 16 ports.

Yes, that's all you get AFAIK. I think the DiseqC 1.1 was added in a later software update.
