is it true that rtl zdf... and so on are going to go pay per view this summer

It is very unlikely, as many germans have been buying freesat and FTA boxes with no slot for a card. There would be a big kerfuffle if they went encrypted.
 
It wont be PPV, but if ses have their way, all 19E digital channels will be encrypted sooner or later.
