GovSat-2 is a strategic defense communications satellite project developed through a public-private partnership between the Luxembourg Government and the satellite operator SES.

Following a vote by the Luxembourg Chamber of Deputies on January 21, 2026, the project received official approval for funding, procurement, and operation.

Key Details
Purpose: To provide secure, resilient military-grade communications for the Luxembourg Defence, EU, and NATO partners. It is designed to counter increasing space-based threats, including signal jamming and high-altitude nuclear effects.

Capabilities: Compared to its predecessor, GovSat-1, this satellite will feature enhanced digital processing for better anti-jamming and spoofing resistance. It will operate across X-band, military Ka-band, and new UHF channels for tactical communications.

Development & Launch:

Manufacturer: Thales Alenia Space (using the Spacebus 4000B2 platform).

Launch Provider: The Luxembourg government has prioritized European partners, selecting the European company Arianespace.

Target Launch Date: Scheduled for 2029.

Financials: The core project budget is €301 million, with authorization for a total envelope of up to €500 million to allow for operational and geopolitical contingencies over the project's multi-decade lifespan.

GovSat-2 is intended to strengthen Europe's strategic autonomy in space and support the growing data needs of modern multi-domain military operations.
