Holes in external brickwork

My dad has decided today he will move the position of the letterbox in the outside wall and so has drilled some new holes into the brickwork.
He has just left the previous holes, but I think this is a risk for water getting in and causing damp? What to people normally use to cover holes on brickwork?

Mix some brickdust in with common or garden mortar to provide a filling that won't show.

But do withdraw the old rawlplugs first.

Insert a suitable screw a couple or three turns then gentle wiggle and pull.

Is that permitted on Sunday´s?
Best bet, after removal of raw plugs, using an acceptable method ( on a Sunday ), would be to buy a small can of expanding foam and squirt into each orifice. Allow to set, then remove any external expansion and cut back into said orifice about 5mm.
Then, using a flexible filler, mixed with some brick dust, repair to level on front of brick. ( Most " non shrinking fillers " do shrink, so allow for two applications )
That should do the job;)

Damp won't be a problem either way if you have cavity walls and the cavity is in good condition (not bridged).
