Hotmail email taken over

Anyone help a friend of mine with her hotmail email account.

Her message asking on Facebook:-

Mine has been taken over, says someone else is using it. Followed the instructions a number of times and given a different account to send instructions too which says could take 24 hours but nothing coming through? Tried contacting Microsoft who say nothing can be done over the phone?
