There is no such config file used by newcamd, ucas/scam, camx, evocamd, radegast, camd3, mgcamd, gbox nor xcamd.
config files for s-cams are usually in /var, in /keys or /bin or /etc
There is probably something deeper in yr question and the obvious answer: ftp into /tmp directory, is probably not the right one.
