If you can get hotbird on 13 east, you should be able to find 16 and 19.2 east ok, unless something is blocking your line of sight - trees other buildings etc. If you are on hotbird by rotating your mount on the pole anticlockwise a little at a time you should find astra @ 19.2 east unless something is blocking your view. I would expect you to get a signal without adjusting your inclination setting - not full strengh but enough to prove it is there.
What dish/mount type are you using and how are you adjusting your dish and are you using a meter to find the satellites?
