India Launch Mars orbiter

I was somewhat perplexed as to the commentary this morning, which suggested ground control was 'waiting' for the second stage to pick up enough speed before escaping the earths orbit, as if it was something that might happen out of chance.

I watched it live on the NDTV 24*7 webstream. Great fun - interesting to see the third (?) stage overperformed & it ended up higher than expected

How can the UK justify sending aid to India if they are a stable enough country (economically) to send an orbiter to mars?
