EDIT - Its IRIB Pouya - a childrens channel, which would explain why its off air overnight.

SCC TV11 is "Salamat" (health programme)

SCC TV16 is "AlKawthar" (islamic programme in Arabic language).
The logo is different from http://www.alkawthartv.ir/livetv but programme looks the same (at least for now).

The PID's seem to match the ones used on 20 East Arabsat 5C.
