Maybe NDTV 24x7 will show the launch? The news ticker there just mentioned, the launch is delayed by 1 min to avoid collision with space debris!

Today's was the launch of IRNSS-1H, that was meant to replace the flawed IRNSS-1A.
It was a failure, the payload fairing didn't release so the satellite couldn't be released either.

The 4th stage with IRNSS-1H loosely banging inside the fairing is:
2017-051A/42928 orbit: 166 x 6556 km x 19.16°
It may take several weeks until decay to earth.
