Italian channels on Hotbird:Numerous ,low key, low content ,and stupid !Not the Rai of course!

I have been wondering for years why,when you set up Hotbird FTA channels ,you run into literally hundreds of "empty channels" like "la 4 la 5 la 8 la 9 italia napoli whatever...
and these hundreds of channels repeating the same low definition and very badly made adverts... for years!! not "slot keeping channels"
Who ever watches that? and how can anyone afford a sat channel(which comes in pretty expensive it seems)
to broadcast such trash ,seemingly forever...
This, when Catalonia or the Basque country can 't even AFFORD a channel because it s too expensive?
It seems to be particular to Italy in its duration and multiplicity...
So,what s the reason for their presence?

This is much too stigmatising against a very civilized country that brought us most of our present way of life...
I am surprised that such basic bluntly....racist cartoons still exist.
They may have some useless channels on Hotbird,it still is part of our Europe ,despite some strange political choices that won't last.
My question was who pays for & runs these useless channels!

Not sure what this has to do with racism - especially considering the cartoon was created by an Italian!

Amazing how much of Italian culture also applies to Russia!

all the times I went to Italy I never witness the aforementioned messy & careless attitudes.
Onlly in old Italian films (such as Toto,I monstri) you do see people who get their 1st car and drive recklessly as with a new toy...
this happened in every country ,and later people got more orderly.
I never saw such stringent parking regulations as in Firenze...and everyone was aware and respected them,and this was in 2004.
You had to switch road sides on certain dates(odd/even dates)
...park in different streets on different days,it went with the local markets !
Now ,every region in Italy may be very different.
