can anybody tell me if itv2 on sky transponder can be received with strong receiver

i can only get scrambled picture
 
Unfortunately its encrypted with Videoguard, so you need a Sky Digibox and subscription card, can't even get it with a FTV card.
 
On a different tack, it is, of course, available on Freeview.
 
And on a lot of cable franchises if you have a VHF/UHF TV
