This is a totally different feed again!

Different to Satellite Channel on 13e and terrestrial on 21.6e

Could this be a separate station elsewhere in the country?

What seems likely to me

13e = Tripoli Satellite Channel
21.6e = Tripoli Terrestrial with Radio
8.0w = Unknown separate station - Radio station seems to be off air with tone.
