My Satellite Setup
A little less analogue, and a lot more crap.

Each satellite costs approximately $4m and clamps itself onto any bit of debris considered a hazard, before using a tether to fall back to earth.

Or the other proposal (other than the fishing net) is to absorb energy first, then drag the debris to a lower orbit.
