The satellite feed goes into the LNB IN connection (an F socket) next to the Scart socket. Unless you're feeding another satellite box ignore the LOOP F socket next to it. The TV aerial goes into the RF IN socket (a Belling-Lee female socket) and then the RF OUT socket (a Belling-Lee male socket) goes to the TV aerial in.

You should probably leave the TV aerial out of the RF IN socket while you're trying to tune the TV in to the satellite box's modulated signal in case you accidentally choose a channel that has a terrestrial digital TV signal on it. You could always change channel later on if you've proved it works.

First ensure your scart lead is working correctly.
Connect a scart lead, from your satellite receiver, to your GI combo 6699e, then connect a second scart lead, from your GI combo 6699e, which has two scart sockets, to a television.
On the TV select the scart input option, and see if you can view your satellite signal, if not change the AV/Input option to AV1, or AV2, until you get a picture.
Only when this is working try your RF out option.

the GI combo 6699e is my satellite receiver that i'm try to use the RF out to another TV.
the HDMI works to the first TV, I will test the scart to the first TV but how this going to help with the RF out??

No need for this at all. LNB OUT is for connecting another receiver to the same LNB, not for TV

some one had said that it was for another receiver but i was desperate and thought try anything!!!:-doh:-doh:unsure

What is the distance between the Receiver and TV ? you can get 25m RCA cables and even longer ... i had the same issue with a receiver that would not send RF whatsoever so had a long RCA instead , better picture as well .

I thought yopu had a satellite receiver that didn't have RF output, so you were trying to use the satellite loop out, earlier in the thread.
Have you now replaced that one, with this GI combo 6699e ?
I assumed thta you'd followed some advice earlier, and bought an old analogue receiver, or an old video recorder, to run your satelite receiver through.
Have you now got rid of the original satellite receiver, and replaced it with this one?

@Scubadan77 :

Sometimes the TV needs finetuning on a TV-channel. I've had that, once or twice, using RF. Have you tried it also, at channel 38 (or other)?

Did you also electrically check your TVcable? Good conductivity; no shortage?

(Edit) As @mariust5 already asked above : How long is your cable?
Have you tried a shorter cable/ another cable, to test if it could work?
