It seems to be a regular transmission that has been there a while off and on. I noticed it a week or two back when testing a dish out for reception of the beIN transponders from Es'hail-1 at 25.5 East.
Judging by the frequency, Lug awfa is coming from the Badr-4 FSS beam, a fairly easy catch in the UK.
