It should have been designed like that but that would have been too logical and would produce reduced revenue from taxation.
 
Just means that the colourblind will now be caught up in congestion. :p

Can't see it changing anything myself, most of the improvements will be made when they remove the deliberate timing delays that 'justified' the Congestion charges.
