Mount-like thing: What this?

Anyone know what this thing is for?
Picked it up with other bits and pieces from a broadcast company.
I can gues it's a mount for something, but what?

Looks like the clamp that goes on the pole and an elevation adjustment,so all thats missing is the dish that connects where those four screws are.
