Yes it is NBN also testing on 7.3 west 10957 V 27500 5/6 S1 HD MPEG-4
 
Dont think its NBN Lebanon - the logos are different.
 
aptn from one of the emirates according to the underlying caption
probably some feed
 
Its been active every time Ive looked for the last 2-3 days so whilst its possible its a feed it seems to be a "permanent one" if thats not much of a contradiction.
