Yes, I've heard they are becoming very popular. It's just really taking off now... :)
 
If we had room for one in our garden (it's pretty narrow!) I think it would be doing the same thing because the wind sounds pretty strong right now here.

OTOH, "basic engineering judgement" tells you that that thing would act like a parachute in the wind, so tight it down tightly (and risk it just splitting) or take it down. Obviously that common sense bit didn't get through to you neighbours!
