It happens when you try to access what, exactly?

Generally that message means you've not got enough posts/seniority to use the feature (whatever it is) that you are trying to access.

As you haven't actually made any countable posts as yet, that's not surprising.
 
As you mention Notifications I assume you've tried to access the Your Notifications option, as Tivu mentioned you do not have sufficient privileges to use the PM system, this is due to spammers abusing the PM system.
If you need urgently to use the PM system, usually for the sales or installers sections, it can be activated by an Admin.
