One or two stable voltages will be over 1V, these are for forcing modern TVs into widescreen (16/9 format and are not to worry about
I do not know (never played with one) whether there is a way of setting up the Sky box to disable the RGB output. If so then it could simply be a sync level fault. If its Video composite only then its definitely the video chip output
Have you tried www.satcure.com ? There may already be a fast fix component pack for the newer Sky boxes. The old analogue kits worked a treat and were cheap.
