Almost certainly no.
If it has big holes for the mesh its a C-band antenna and the Ku will go straight through with huge signal loss.
Also its almost certain a mere 4m dish is too small for the UK beams at 28E in your location.
If you want to watch UK tv just use the filmon.tv service.

I concur with AS - as I pointed out in a previous thread on the same subject, the dish will not work as it is for C-band reception, and it is STILL not large enough:
is it possible to recieve astra uk with mesh dish 3 meter?

Bakheet it doesnt matter how often you ask the question the answer is still no. you *might* stand a chance with something in the range of a 10m dish but unless you have several tens of thousands of $$ to throw at the project forget it and use the web site I gave you earlier.
If its blocked in your country then you need to think about moving somewhere less restrictive......
