pic programming(JDM) and MCLR signal

Dear friends

For pic programming ( JDM ) , are there any cases that the level of RESET signal ( MCLR ) MUST be 5v and not higher than that (13v)
May be some kind of chips or cards need only 5 volt reset signal .
