There are several threads on this topic and several methods.
Most versions of VLC will stream OK with the Dreambox, so stick with what you have installed.
To use the basic method, you will need to use Firefox web browser and not Internet Explorer. Firefox is another free program, like VLC.
Open Firefox and in the URL bar at the top, type:

(where 192.168.0.24 is the LAN IP Address of your Dreambox, so change this to suit your situation) and click the green triangle (Go to address button).
This will open the Dreambox Enigma web interface (Webif). You will need to log-in with the User Name: root and Password: dreambox (unless you have changed the password). Towards the top right you will see: VPID and APID with hex numbers against them. These are the Video and Audio PID numbers of the current station. Select the channel you require from the Webif and then click on the VPID Hex Number. This will send your PC a file called video.m3u. Open this file with VLC and after a few seconds the stream will start.
To change channels, close VLC, select another channel using the Webif, click the new VPID Hex Number, open video.m3u with VLC and after a few seconds the new stream starts.
