Proxima Centauri signals

Does this amount to "almost First Contact"? :confused - or is ( or actually "was"?) an alien organism that naturally broadcasts on 982 MHz to attract a mate? :-rofl2
 
Roughly 4 years away (at autobahn velociities) and the article is dated 2016..........

Is it really worth advertising this particular planetary system to others that may, or may not have something to trade?
