remote keys

In Europe , the remote key is 4digit*7 but in china I found 4 digit *9
and 4 digit *11 (Tow types). what different are they ?
Because I want to convert those key from remote key to Hex key 2*8
how its calculate ?

there is no single format of "remote codes" within Europe. These things are not some kind of regional- or industry-standard. They are purely arbitrary design choices made by the original authors of the respective card software.

In fact, there are several different formats of such codes used for just Mediaguard in Europe.
