Remote Monitoring Problem

Hi everyone - I've got a problem I'd like to hear your opinions on:

I'd like to be able to monitor broadcasts of a channel (VIC-TV) that is on Astra 1H (TP 87) - the problem is that I'm in Israel, where the only chance of seeing TP87 would be by using a 4.5M dish.

Until I find the right dish, I'd like to hook up a PC with a DVB-S receiver card somewhere in Germany (or wherever TP87 reception is good) - and, by using the wonders of PC-Anywhere, or any other remote control software, be able to connect to this PC via the Internet, and see if the channel is alive and kicking...

1) Does this make sense?
2) Can anyone suggest the best DVB-S card for this purpose
3) Has anyone with a DVB-S card ever been able to receive VIC-TV (we're also on EurasiaSat-1, Intelsat-707 and Thaicom-3)?
4) This is probably not the right forum to ask, but can anyone tell me exactly how large a dish I need to receive TP87 from here?
