Skyline Receiver - Scart Problem

My Satellite Setup
I have a skyline satellite dish from B&Q and a DS4000 box.
My Location
Dundee Scotland
I have a Skyline freesat box which I purchased in B&Q some years ago. Until recently I have had good reception but recently the picture has a dull blueish hue. When I switch the freesat off a perfect picture shows for half a second before close down. My connection to the TV is via a cheap supermarket scart lead. Do you think this is the cause of the poor reception which would improve with a quality scart lead
 
Just remove and refit the existing one.

BTW the Skyline is a generic Free to Air box, not a Freesat box (Branded as such, with 7 day EPG)
