I saw this in a charity shop yesterday and whilst I was able to plug it in, it didn't do much except glow a faint orange.

So, what is it supposed to do ?

It's for decoration purposes - they have the same stuff inside those fake Chrimbo candles. Looks like a real candle flickering from a distance.
 
It was designed by your electrical utility company to help raise your electric bill. We call them "Current Vampires" as they slowly suck your pocket book dry.

I could do better by taking the back off one of the valve radios here, light and warmth in one go.
 
Take the shields off an old color TV (pre 1970) and you can do your own Xrays, warm your gizzards from the inside out.
