The new TBS 6925 PC card will have blind scan in both DVB-S2 and DVB-S. As far as I can make out, it is due to be released some time in October.
Moreover, the company has recently switched to 'TBSviewer' software, which is an OEM version of DVBviewer. So Transedit, diseqc, etc etc should work with the card.
There is no lower symbol limit given, the maximum in QPSK and 8PSK is the standard 45 MSps.
The frequency offset to compensate for drifting LOs etc is ±10MHz which is the standard on receivers, my Hauppauge card could be rather fussy here (though not as much with the Inverto Black Ultra!).
There is no indication of price as yet, but the other models are half the price of Hauppauge! And with proper software - how do Hauppauge get away with their diabolical 'software'?!

It looks very promising, I look forward to seeing how fast the blind scan is. If it is similar to set top receivers, then I think it would be a winner.
