These have a space to space, single access downlink on 13775MHz linear which is receivable if the observer is in line with the target receiver. In the case of TDRS 12, the target was the ISS. I don't know what it was when I saw TDRS 13. The TX beam from TDRS is quite narrow so the reception time window can be very short especially with a LEO as the receiver. Modulation looks like BPSK.
