Yes, because the cold weather reduces the earth noise and the noise of the RF stages in the LNB.
Many years ago, in the first era of satellite TV (in the 60s or 70s) all professional C band reception setup used LNBs with specific device to cold the internal RF stages. I don't know if such LNBs still exist, maybe not.

Colder outside temperature -1.0°C, using TBS 6522/TBS 6903 on 2.2m from my place in south-west of Germany.
I can see first screenshots on 12054 V (5.2dB on TBS 6522). "Smooth" lock (-10.dB on TBS 6903) on 12303
