@vaz23 asked for VAT number and address, I guess he has a non-activated card, and not an activated card that (just) needs a keys-update.
But he doesn't give information easily, so it is indeed just a guess.
With pre-activated Tivusat-cards that are available on the internet, I assume they are activated with the procedure I described before, as I have seen it described on several internet sites (though it was a few years ago that I looked into the matter).
I would guess that generating a codice fiscale on a website is not illegal.
Stating that it would be your codice, and affirming that with your signature, would indeed be rather unlawfull. I don't know the difference between unlawfull, illegal, and "totally illegal" though, as english is not my best language, and I don't know english or italian law.
At least this way you pay for watching Tivusat (by buying the card+CAM), and you are not
stealing the signal. The stealing of the signal I would call (totally) illegal.
I don't know anything about Freesat.
