What's that off CH? A bike speedo by any chance? The characters look Korean to me. Perhaps it means "'red light on - ejector seat armed".
 
Probably "Last Clocked By".

I've had her for over ten years but nobody else who I have contacted knows what it says.I assume it is some form of speed warning light for the Japan/Asian markets
