this is the TVC channel, _ttp://www.tvc.ru/ just distributed by regional (nadym) telecompany. They usually insert own news block and scrolling marque ads.

Yes, it scans as TV-NADYM. Flysat gives it as TRK Nadym. They'll probably change it sometime. Or not.
