Video Lock Error on Test Cards

I notice that a lot of test cards say 'Video Lock Error'.
Why is this.

It could be a card the transmitter shows when there is no video feed from an external source

A bit like on FM radio when there is more than x seconds worth of silence a backup kicks in and plays out from a set list or on your TV when you turn off a DVD player and that box pops up saying no input or no video
