I think this is the right place for this as I am outside the Astra 4A spotbeam footprint.

After some tweaking I get Viasat at 40% quality which both my Dreambox and PCI card are happy with but as soon as a few drops of water get on the LNB cap then they both go. After having this issue a few times I made a cover out of a plastic bottle on it works great so it rained and I watched it fine through the PCI card but it didn't work on the Dreambox, it was breaking up all over the place, I even tried looping through the PCI card in case the wire was the problem but it appears that the Dreambox tuner is weak. Would an inline amp help with this, I think it might make it worse, but for a few quid woudl ti be worth a try?

Inline Amps are there to compensate for losses on long cable runs, not to overcome tuner sensitivity shortcomings.

They amplify noise as well as signal, then add a bit of noise of their own, so you end up with a worse S/N ratio.

But contrary to theory, people do sometimes claim miracles and as you say, they are v.cheap.

I have one and it was about £3. But it has performed exactly as expected and caused previously marginal signals on a short cable run to disappear completely,

DB's are known to not have particularly sensitive tuners, and some of the clones have proved to be very poor indeed. Either stick a bigger dish up or dont use the DB on these signals!

Not allowed a bigger dish, back to the drawing board then!
