Help Required What is required to get promoted from New Member to Member?

As title, how much posts or points do I need to be promoted to Member?
And does Member has the privilege to send private message to other members?

The change happens when a new member has a good posting record and has shown they follow the rules. It shouldn't be long now. 'Members' are able to use the PM system.
