Just as an example CJ, normally my SNR reads 99% on 28.2° (using a narrow headed LNB almost at focus on a TD88). Last night it was pouring down and while most other sats dropped 8 to 10% in SNR, 28.2° remained at 99%. Which makes me think it must be receiving well over 100% in clear conditions and the AGC is knocking the signal back and doing it's job. So all this blather I've read on another forum that you have too strong a signal is just rubbish really. That box (not just the tuner) needs replacing.
