It looks like a heavily modified Precision 90 cm dish (possibly the later 'Elite' branded version). The whole assembly at the back is a dual axis tracking system, potentially originally fitted in a dome for gyro stabilised work on a ship. Well worth 99p to an enthusiast.

The city and its environs is biggish dish-free as far as I'm aware. In all the time I've checked the second hand big dish section in the forum and online, Ive seen nothing for sale within a radius of about 50 miles.
Most seem to be in the north or west.
