Why are more channels with " Narrative " over-riding the system?

Couldn´t help but notice, more and more channels have the audio narrative being switched on, without requesting it. Anyone know why this is? I get about 3 calls a day on how to switch it off, at the moment.

Employment for failed actors. Keeps them away from decent plays, soaps etc.
 
One needs to retune constantly to prevent this, when it comes to UK channels.

CITV is one example, when being viewed on a proper (non Sky/Freesat) satellite receiver.
