DEliberate of not ...this DOES happen ..as I know only too well ...
I recently built an SDR only pc with a windows 7 OS ...and have had nothing but trouble ever since ..
mainly cos all the bits I needed like dot net 4 and even windows sevice pack 1 could not be got ..
not even an upgrade to IE11 was possible ..
as each needed update relied on a previous ..update ..
This prolly wont apply to PCs which are kept up-to-date ...thus have avoided the AHEM ...bottleneck instigated by microsoft ..
Well ..after much digging and trying various things to get it going again ..
I happened accross this reply on a MS tech forum ..
So far it is working ...and currently am downloading a backlog of 160+ updates having rebuilt the OS from the ground up ..
Service Pack 1 IS essential ..and I obtained that both as an update in KB form ..and eventually an ISO image...
So for a new (old) build this is the first thing to install..

Simon: 1. Download and Install IE11. (Download Internet Explorer 11 for Windows 7 from Official Microsoft Download Center)
2. Restart your computer.
3. Download the KB3102810 update but not install it yet (https://support.microsoft.com/en-us/kb/3102810)
4. Restart your computer again and
5.Install the KB3102810
6. Restart
7. Stop Windows Update Service and Delete the “SoftwareDistribution” folder.
8. Restart your computer.
9. Search for updates.
