I'd like to know more about the circumstances, but as she had already removed the dish, a bit of discression should have been used and it should have been thrown out of court.
I heard about this story last week. IMO her age on its own should not be given a free pass to flout planning regulations, she seems OK in her faculties along with her daughter so the excuse of confusion and thinking they were a "big joke" doesn't wash with me.
From the info I've gathered, her house was one of several that her local council (Dublin City) received a complaint about regarding satellite dishes and as such were required to investigate. In general most councils in the Republic don't tend to unilaterally do planning enforcement except in severe cases, and DCC is one of these. The €1500 costs are for those to cover council expenses regarding the case. I reckon behind everything that has been reported, neither side comes out of this shining in the pensioner & daughter trying to bluff, and council enforcement perhaps could have been slightly more accommodating .
Rules for satellite dishes in the Republic without requiring PP are more restrictive than in general here up north or over in Britain. You're not allowed to have a satellite dish at the front of the house, it must be no higher than the roof line, be no bigger than 100cm in diameter or have no more than one fixed on your property. Anything beyond that is supposed to require planning permission though anyone who has been any time in the state would see that there are plenty of houses with Sky Zone 2 dishes fixed on front walls. It's debatable that many Sky installers there actually know the planning regs.
