A neighbour goes through the garbage bins

We have a neighbor who goes through the garbage bins of our building and elsewhere.
He is not poor by any means and gets a very good pension, but he likes to go through anything that is left on the street for recycling and try to sell the items in the flea market.
I think it is some kind of mental illness and his home is full of the junk that he collects all the time.
His wife doesn't seem to care or mind, as she got used to it after so many years.
I don't like the idea of anyone going through anything I put in the garbage bins or leave on the pavement on Mondays when the municipality collects the stuff.
It defeats the purpose of recycling as anything he collects will stay at his home for years.
I am not sure why does it bother me. Perhaps this is a privacy infringement that I can't tolerate as he is not a complete stranger. Of course I don't leave any personal information like bank statements or paid bills.
Do you have such people in your area and how do you feel about them?

Several TV programmes have been made about it. Our rubbish goes to a communal bin some 500 metres up the road, so I wouldn't know if anyone is going through our stuff LOL...
 
To some extent I am guilty of this sort of thing myself ..
I can't walk past a skip without glancing in ...and If I spot something that might be 'uesful' or re-purposed I am not to proud to knock at the door and ask if I might take said item.
I dont consider it an illness ..more a case of practical recycling ..
..though your guy sounds perhaps a few stages beyond what I do .
Certainly it would upset of offend me if somebody was to root through my main grey bin..
..mainly because If I throw something away ...it's beyond salvage..or re-purposing...and quite literally ..rubbish.

Generally folk are wasteful ...and throw away stuff that doesn't yet belong in the bin ..
This to me says more about the person discarding the stuff ..than the guy reclaiming it ..
Who is more ill ?

Thanks. We have a communal cellar and apparently he was putting his stuff there few years back as his home was full. Our building committee lady got fed up one day and she gave him a 48 hours notice to vacate it spotless otherwise she will call in someone to take everything away. He worked like crazy taking all the stuff to god knows where, then she changed the cellar lock so that only trusted tenants would have a key.
It is really a pain to get rid of stuff at home. I have a large library full of textbooks, journals, etc. and have managed to get rid of a lot lately.
 
Have to admit, I have " borrowed " loads of stuff from skips over the years, perhaps I should change my name to Orinoco :D
 
You can't do this around here, the garbage collection company's out here on the West (and East) coast are owned and operated by the Italian Mafia, they don't like someone going through their stuff, once it's in the bin and on the curb you don't touch it, or you could wind up in one.

The NSA has a team that goes through the weekly garbage of those on the watch list, (everywhere) so that "Bum" may not be who you think he/she is.
 
OK but don´t tell us , it´s a need to know basis, and we don´t need to know.

Absolutely nothing wrong with skip surfing, many nights of enjoyment from loft conversions around here to feed the wood burner with discarded timber.

The garage would have no insulation without foil backed stuff left over. Plus a load of tiles from one that covered nearly 80% of the conservatory, saving a small fortune.

Discarded dishes, boilers (but less about the females in the vicinity).

Mental illness ? Wibble wibble....
 
I left a battery charger that I built many years ago on the pavement last Monday to be collected by the municipality truck.
Imagine how furious I am now to see that it found it's way back into our garden.
There is only one crazy person who would do a stupid thing like this. Why can't he leave things as they are?
Now I have to wait till next Monday and take it somewhere far out of his sight but it is too heavy.
Damn.
 
Please draw schematic of your place, distance to bin, and where Osama bin raider lives? Also, do you have a wheelbarrow ?
