I would suggest that is the landlord's responsibility to provide you with a TV antenna feed.
You may well not be allowed to put a dish on the property, push the landlord again.
Check local TV dealers / antenna...
How many other rented units in the same building? Are they all having the same problems?
Is there a wiring fault in the socket in the wall that is easily sorted?
If you can see a mast (are you sure it's the right one?) then reception should be OK, perhaps the 'high-gain' antenna on the roof is...

I have no experience of the other LNBs as you mention, however I can only talk from my personal experience.
One point I was making is that a steerable dish may well not be as accurate as a permanently mounted, rock-solid 1.8, in a well metered set-up.
Receiving BBC 2 Is very difficult in south-east Spain. Alignment is critical, as is skew.
Choice of LNB is also important. From my experience Invacom Quads are excellent.
