Yes, it is. In this document from SES at page 3 you can see the fleet of satellites as expected of 2015.
At 19.2° E will be Astra 1KR, 1L, 1M, 1N and 2B and at 28.2° E Astra 2A, 2C, 2F, 2E and 2G.
This seems really very strange to me, because if 2F is not part of the current moves, SES could have done the migration last year already and Astra 2B would be now at the final position 19,2° e.

Without official information from SES we cannot be sure. Nobody here really knows, that they haven't migrated to 2F. It is only a guess because of the situation on the canary islands.
